Jan. 1 - Apr. 30 - Rate for Drop Letters per 1/2 oz: Two Cents
May 1 - Dec. 31 - Rate for Drop Letters per 1/2 oz: One Cent

No new varieties of Regular Issue stamps were issued in 1865

Commemoratives:

The first commemorative stamps were not issued until 1893

Special Delivery:

The first Special Delivery stamps were not issued until 1885
